Since its first proposal in 2023, the concept has steadily gained momentum. At the Two Sessions of 2024, "new-quality productivity"—viewed as a key lever for driving high-quality development of China's economy—emerged as one of the most popular keywords and was listed as the top priority among the ten major tasks for 2024 in the Government Work Report. The report explicitly stated: “We will vigorously advance the construction of a modern industrial system and accelerate the development of new-quality productivity. We will fully leverage the leading role of innovation, use scientific and technological innovation to drive industrial innovation, speed up the promotion of new-type industrialization, enhance total-factor productivity, continuously cultivate new drivers and advantages for development, and promote a new leap forward in social productive forces.” At the same time, the report also emphasized: Implement the Action Plan for High-Quality Development of Key Manufacturing Industry Chains, carry out technological transformation and upgrading projects in manufacturing, foster and strengthen advanced manufacturing clusters, and promote the high-end and intelligent transformation of traditional industries.
